Two years ago, weheld the first summit forum here, planning a blueprint for cooperation inpolicy communication, facility connectivity, trade smoothness, capital finance,and people's hearts. Today, friends from all over the world come togetheragain. I look forward to working with you to look forward to the future andwork together to create a bright future for the “One Belt, One Road”.

The “One Belt, OneRoad” initiative was jointly established to focus on interconnection, deepenpragmatic cooperation, and work together to address the various risk challengesfacing humanity and achieve mutual benefit and common development. With the concertedefforts of all parties, the interconnection and interoperability framework of“Six Corridors and Six Roads Multi-Country and Multi-Port” has basically takenshape. A large number of cooperation projects have taken root, the achievementsof the first summit forum have been successfully implemented, and more than 150countries and international organizations have signed with China. Establish a"One Belt, One Road" cooperation agreement. The “One Belt, One Road”initiative will be co-located with the development and cooperation plans ofinternational and regional organizations such as the United Nations, ASEAN, AU,EU, and Eurasian Economic Union, and will be linked to the developmentstrategies of various countries. From Asia and Europe to Africa, the Americasand Oceania, the “One Belt and One Road” has opened up new space for worldeconomic growth, built a new platform for international trade and investment,and expanded new practices for improving global economic governance. Welfarehas made new contributions and has become a common road of opportunity and aroad to prosperity. Facts have proved that the joint construction of the “Beltand Road” has not only provided new opportunities for the development of allcountries in the world, but also opened up a new world for China's opendevelopment.

Infrastructure isthe cornerstone of connectivity and the bottleneck facing many countries. Buildinghigh-quality, sustainable, risk-resistant, reasonably priced, and inclusiveinfrastructure will help countries to fully utilize resource endowments, betterintegrate into global supply chains, industrial chains, and value chains toachieve linkage development. China will continue to work with all parties tobuild an economic corridor based on the New Asia-Europe Continental Bridge,with a large channel such as the Central European banquet, the new land and seachannel, and an information highway as the skeleton, and the interconnectionbased on railways, ports, and pipe networks. Interworking network. We willcontinue to play the role of building a “One Belt, One Road” special loan, SilkRoad Fund, and various special investment funds to develop Silk Road themebonds and support the effective operation of the multilateral developmentfinancing cooperation center. We welcome multilateral and national financialinstitutions to participate in the “One Belt and One Road” investment andfinancing, encourage third-party market cooperation, and achieve the goal ofmutual benefit through multi-participation.

Commodity,capital, technology, and personnel circulation can provide strong momentum andbroad space for economic growth. "The rivers and seas do not choose atrickle, so they can be deep." If people artificially block the inflow ofrivers, the big sea will sooner or later have a dry day. We must promote theliberalization and facilitation of trade and investment, clearly opposeprotectionism, and promote economic globalization toward a more open,inclusive, inclusive, balanced, and win-win direction. We will negotiatehigh-standard free trade agreements with more countries, strengthen cooperationin customs, taxation, auditing and supervision, establish a “One Belt and OneRoad” tax collection and management cooperation mechanism, and accelerate thepromotion of “certified operators” international mutual recognitioncooperation. . We have also formulated the “One Belt and One Road” FinancingGuiding Principles and issued the “One Belt, One Road” Debt SustainabilityAnalysis Framework, which provides guidance for the joint construction of the“Belt and Road” financing cooperation. China will hold the second ChinaInternational Import Expo this year to build a broader platform for all partiesto enter the Chinese market.

Innovation isproductivity, enterprises rely on it, and the country depends on it. We mustconform to the development trend of the fourth industrial revolution, jointlygrasp the opportunities of digitalization, networking and intelligentdevelopment, jointly explore new technologies, new formats, new models, explorenew growth kinetics and development paths, build digital silk roads, andinnovate. Silk Road. China will continue to implement the “One Belt and OneRoad” scientific and technological innovation action plan, and work togetherwith the parties to promote four major initiatives: scientific andtechnological humanities exchanges, joint construction of joint laboratories,cooperation in science and technology parks, and technology transfer. We willactively implement the innovative talent exchange program, and support 5,000person-times of Chinese and foreign innovative talents to carry out exchanges,training and cooperation research in the next five years. We will also supportenterprises in various countries to cooperate to promote the construction ofinformation and communication infrastructure and improve the level of networkinterconnection.

Developmentimbalance is the biggest imbalance in the world today. In the process ofbuilding the “Belt and Road”, we must always look at the issues from theperspective of development and integrate the concept of sustainable developmentinto all aspects of project selection, implementation and management. We mustwork hard to strengthen international development cooperation, create moredevelopment opportunities and space for developing countries, and help themescape poverty and achieve sustainable development. To this end, we haveestablished the “One Belt and One Road” Sustainable Cities Alliance and theGreen Development International Alliance with all parties, formulated the “OneBelt and One Road” Green Investment Principles, and launched the “Caring forChildren, Sharing Development, and Promoting Sustainable Development Goals”cooperation. initiative. We started to build a “One Belt, One Road”eco-environmental big data service platform, and will continue to implement theGreen Silk Road Messenger Scheme and work with relevant countries to implementthe “One Belt, One Road” South-South cooperation plan for climate change. Wewill also deepen cooperation in the fields of agriculture, health, disasterreduction, water resources, and strengthen cooperation with the United Nationsin the field of development, and strive to narrow the development gap.

We must activelybuild bridges for mutual learning and mutual learning among differentcivilizations, and carry out in-depth humanities cooperation in education,science, culture, sports, tourism, health, archaeology, etc., strengthenexchanges between parliaments, political parties, and non-governmentalorganizations, and close women, youth, and disabled people. And other groupscommunicate to form a multi-interactive humanistic exchange pattern. In the nextfive years, China will invite 10,000 representatives from political parties,think tanks and non-governmental organizations that have jointly built the“Belt and Road” countries to come to China for exchanges. We will encourage andsupport the social organizations along the line to carry out extensivepeople-to-life cooperation, jointly carry out a series of training programs inthe fields of environmental protection and anti-corruption, and deepen thecooperation in human resources development in various fields. We will continueto implement the “Silk Road” Chinese Government Scholarship Program, andorganize the “One Belt and One Road” Youth Creative and Heritage Forum and the“Chinese Bridge” Summer Camp for young students. We will also set up a "OneBelt, One Road" international think tank cooperation committee, a newscooperation alliance and other mechanisms to bring together the wisdom andstrength of all parties.

This year marksthe 70th anniversary of the founding of the People Seventy years ago, theChinese people searched for generations and finally established a new Chinaunder the leadership of the Communist Party of China. The Chinese people havestood up since then, and the fate of the Chinese people has been in their hands.

After 70 years ofhard work, the Chinese people have been based on their own national conditions,constantly exploring the direction of progress in practice and opening up theroad of socialism with Chinese characteristics. Today's China has stood at anew historical starting point. We know that despite the glory of theachievements, there are still mountains in front of them that need to beovertaken, and there are still one shoal waiting to trek. We will continue tomarch forward along the road of socialism with Chinese characteristics, persistin comprehensively deepening reforms, adhere to high-quality development,persist in expanding opening up to the outside world, adhere to the path ofpeaceful development, and promote the building of a community of human destiny.

In the next step,China will adopt a series of major reform and opening up measures to strengtheninstitutional and structural arrangements and promote a higher level of openingup.

First, expand theaccess to foreign markets in a wider area. Fair competition can increaseefficiency and bring prosperity. China has implemented the pre-entry nationaltreatment plus negative list management model. In the future, it will continueto significantly reduce the negative list, promote the modern service industry,manufacturing industry, and agriculture to open up to the outside world, andallow foreign investment or sole proprietorship in more fields. We will deploya number of free trade pilot zones and accelerate the exploration of a free tradeport. We will speed up the formulation of supporting regulations to ensurestrict implementation of the Foreign Investment Law. We will promote domesticsupply-side structural reforms with fair competition and open cooperation,effectively eliminate backward and excess production capacity, and improve thequality and efficiency of the supply system.

Second, we willstrengthen international cooperation on intellectual property protection. Thereis no progress without innovation. Strengthening the protection of intellectualproperty rights is not only the need to safeguard the legitimate rights andinterests of domestic and foreign-funded enterprises, but also the inherentrequirement for promoting the construction of innovative countries andpromoting high-quality development. China will focus on creating a businessenvironment that respects the value of knowledge, comprehensively improve thelegal system for intellectual property protection, strengthen law enforcement,strengthen the protection of the legitimate rights and interests of foreignintellectual property rights, eliminate compulsory technology transfer, improvethe protection of trade secrets, and crack down on intellectual property rightsin accordance with the law. Infringement. China is willing to strengthencooperation in intellectual property protection with countries around theworld, create a good and innovative ecological environment, and promotetechnical exchanges and cooperation with countries on the basis of theprinciple of market-based legalization.

Third, increaseimports of goods and services on a larger scale. China is both a "worldfactory" and a "world market." China has the largest andfastest-growing middle-income group in the world, and its consumption growthpotential is huge. In order to meet the people's growing material and culturalneeds and increase consumer choice and welfare, we will further reduce tarifflevels, eliminate various non-tariff barriers, and open the door to the bigChinese market, welcoming high-quality products from all over the world. We donot deliberately pursue a trade surplus and are willing to import more foreigncompetitive high-quality agricultural products, manufactured goods and servicesto promote balanced trade development.

Fourth, moreeffective implementation of international macroeconomic policy coordination. Aglobalized economy requires the governance of globalization. China willstrengthen macroeconomic policy coordination with major economies in the worldand strive to create positive spillover effects to jointly promote a strong,sustainable, balanced and inclusive growth of the world economy. China does notengage in a depreciation of the exchange rate of its neighbors, and willcontinue to improve the RMB exchange rate formation mechanism, so that themarket plays a decisive role in resource allocation, maintains the basicstability of the RMB exchange rate at a reasonable and balanced level, andpromotes world economic stability. Rules and credit are the cornerstones forthe effective operation of the international governance system and theprerequisite for the development of international economic and trade relations.China actively supports and participates in WTO reforms and jointly buildshigher levels of international economic and trade rules.

Fifth, pay moreattention to the implementation of the opening up policy. The Chinese peopleare eager to seek "one promise". We attach great importance tofulfilling multilateral and bilateral economic and trade agreements reachedwith other countries, strengthening the rule of law government, building acredible government, establishing a constrained implementation mechanism forinternational agreements, and amending and improving laws and regulations inaccordance with the need for expansion and opening up, in terms ofadministrative licensing and market supervision. Standardize the behavior ofgovernments at all levels, clean up and abolish unreasonable regulations,subsidies and practices that impede fair competition and distort the market, treatall enterprises and operators fairly, and improve the business environment ofmarketization, rule of law, and convenience.

China's measuresto expand opening up are independent choices based on the objective needs ofChina's reform and development. This is conducive to promoting high-qualityeconomic development, helping people to yearn for a better life and conduciveto world peace, stability and development. We also hope that all countries inthe world will create a good investment environment, treat Chinese enterprises,international students and scholars equally, and provide a fair and friendlyenvironment for their normal international exchanges and cooperationactivities. We firmly believe that a more open China will form a more benigninteraction with the world and bring more progress and prosperity to China andthe world.
